CODE OF PRACTICE

 

ASTON STUDENT’S GUILD MEMBERS CLUB RULES

 

1.         These rules are subordinate to the Aston Students' Guild Codes of Practice and Constitution in so far as the aforementioned are not contrary to, or inconsistent with the terms of the Licensing Act 1964 and any other relevant legislation.

 

2.         Name and Address

 

            a)         The Club shall be called “Aston Students' Guild”

 

            b)         The Club rooms shall mean those operated by the Students’ Guild at  Aston Students' Guild, Aston University, The Triangle, Birmingham, B4 7ES and at such other sites as the Aston Students' Guild (hereinafter  called the “Guild”) deems necessary subject to the obtaining of the necessary permissions under relevant legislation.

 

            c)         The Registered Office of the Club shall be in England and shall be the  Aston Students' Guild, Aston University, The Triangle, Birmingham.

 

3.         Status

 

            The Club shall be a members club and shall consist of those classes of members specified in Rule 5 hereof.

 

4.         Objects

 

            The objects of the Guild shall be:-

           

            a)         The provision and maintenance of club rooms.

 

            b)         The provision of educational, recreational, athletic, social facilities and                                refreshments for the benefit of all its members and guests.

 

5.         Members

 

5.1       Full members

 

            All full-time students of the University shall be eligible to be full time members, and shall include students who are on a full year placement outside the University.

 

 

 

5.2       Part-time Member

 

            Part-time students of the University, who are enrolled on part-time programmes shall be eligible to be part-time members.

 

Persons eligible to become full and part-time members shall be those whom an offer has been made to attend a course at the University.  A period of two days must expire between a person’s notification to the University of their acceptance of an offer and their admission as a member to the club rooms.

 

5.3       Associate Member

 

Associate membership can be granted to those people covered in the categories laid out in Document F Appendix A.

 

No person shall be admitted as a member (or as a candidate for membership), to any of the privileges of membership until an interval of at least 2 days has elapsed between their nomination or application and their admission.

 

5.4       Honorary Life Member

 

            In recognition of the services rendered to the Guild, the Guild Council may elect  honorary life members.  Membership shall commence of 48 hours after such elections.

 

5.5       Temporary Member 

            A Temporary Member shall be: 

            a)         Persons engaged in bona fide courses undertaken within the University, such as conferences or vocational courses and other groups or organsations on official visits to the University, including games teams and their spectators, attending for approved fixtures such membership shall last for the duration of the course or visit.

 

On arrival at the club and before admission, all persons qualified under these rules shall legibly write and sign his full name and sign in a visitors’ book and a member’s Student Identification Number listed.  In the case of a composite team entry a Committee Member may sign in the entire team.

           

            b)         The Elective Committee may elect persons or groups who may be  eligible for membership.  The period of membership shall not exceed 12 months.

 

Temporary members shall not be entitled to sign in guests.

 

5.6       Reciprocal Members

 

            Arrangements made with student organisations of other institutions of higher and further education.  The students of institutions with which such arrangements have been made may be admitted to the facilities or amenities provided for by the Guild on production of a current membership card of their particular student organisation.

 

            They may not sign in guests, attend any Guild meetings, nor become members of any Guild Society, nor hold any office in the Guild, nor vote in any Guild   elections or referendums.

 

At no time shall the total number of persons admitted as Associate, Honorary Life, Temporary and Reciprocal members be significant in proportion to total membership.

 

5.7       The rights and duties of members are set out in the Constitution.

 

 

6.         General Meetings of Members

 

6.1       The conduct and calling of General meetings of the Club shall be governed by the constitution provided that the rules of such constitution provide the following:-

 

            a)         That a General meeting of the Club shall take place at least once in every year and 15 months shall not elapse without a General Meeting. Notice of the General Meeting, together with an agenda, shall be displayed prominently on the club notice board.

 

            b)         The Elective Committee shall be capable of summonsing a General meeting at any time upon reasonable notice.

 

            c)         Members entitled to attend and vote at a General meeting shall be capable of summonsing or requiring such a meeting to be summons at any time upon reasonable notice and the requisite number of members entitled to summons such a meeting shall not exceed one fifth of the total number of members so entitled to vote.

 

            d)         At all General Meetings of the club voting shall be confined to members under Rule 5.1 and 5.2 and each members shall have one vote only.

 

7.         Guests

 

            a)         Any member may introduce and entertain guests and there shall be kept at the club a guest book which both the member and guests shall sign at the time of introduction of the guests.

 

            b)         No member shall introduce more than two guests in any evening.

 

            c)         Any member introducing a guest under this rule must accompany him/her whilst they are on the club premises and shall be responsible for their behavior throughout the visit.  Members shall be responsible for ensuring that all of their guests comply with the club rules whilst on club premises.

 

            d)         No guest may use the club facilities more than 24 times in any period of 12 months.

 

8.         Conduct at Club Premises

 

            No drunkenness, bad language or other misconduct shall be permitted on the club premises.  Each member of the Elective Committee shall have the power to remove from the premises any member or guest guilty of such behavior.  guest removed from the club shall have no right of re-entry to club premises and in the case of a member shall not be permitted to re-enter club premises until such time as they shall have been summoned before the Membership Committee.

 

9.         Disciplinary

 

            A member who is in breach of rule 8 shall be disciplined in accordance with the disciplinary procedures contained within the Constitution.

 

10.       Details of Members

 

            There shall be kept at the clubs Registered Office details of members shall be produced within 24 hours for inspection by the Police and Magistrates.

 

11.       Management

 

            a)         The affairs of the club, in matters not reserved for the club in general meeting, shall be managed by the Elective Committee which shall compromise the following persons: -

Vice President (Student Involvement) (8.5)

Vice President (Finance &Advancement) (8.6)

Vice President (Marketing & Entertainments) (8.7)

Equality Officer (8.8)

Representation Officer (8.9)

Widening Participation Officer (8.10)

International Students Officer (8.11)

Postgraduate and Mature Students Officer (8.12)

Future Students Officer (8.13)

Website Officer (8.14)

 

                        General Manager

 

            b)         At least 2 thirds of the members of the Elective Committee shall be elected annually by Cross Campus ballot of members.  The Elected Committee members shall go out of office every year but will be eligible for re-election in so far as permitted by the constitution.  The General Manager will be a permanent appointment and the need to re-elect is dispensed with.

 

            c)         If a casual vacancy occurs in the Elective Committee by virtue of death, rresignation or expulsion, the Committee shall appoint another member of the club to fill the vacancy, such person to hold office during the remainder of the period of tenure of the member they replace.

 

            d)         Only full and part-time members are eligible to be Elective Officers.

 

            e)         There shall be in existence a Wine Committee which shall compromise at least four members of the Elective Committee, who must be members of the Elective Committee, appointed by cross campus ballot.

 

            f)         The supply to the club of intoxicating liquor shall be under the sole control of the Wine Committee, who shall arrange for the purchase thereof upon behalf of the club.  Any pecuniary from such supply shall  accrue to the club as a whole.

 

            g)         Intoxicating liquor for consumption off the premises shall be supplied  to members only.


12.       Permitted Hours

 

            The permitted hours of opening shall, subject to the Licensing Act 1964 and          other subsequent legislation, be decided by the Elective Committee.  The       Elective Committee shall have discretion as to the periods to which the club        rooms may open during such permitted hours, including the power to close the       club rooms at any time without notice in case of an emergency.

13.       Function

 

            a)         Members of the club may at the discretion of the Elective committee obtain the use of the club rooms for their own bona fide private function, provided such function is organised by and the responsibility of a member of the club who shall be present at the function.

 

            b)         The Elective Committee may make the club rooms available to non- members who wish to hire or use the club for boa fide functions which are booked in advance on such times as it may direct provided that the number of such functions do not exceed 12 in any one year.

 

            c)         All persons attending functions authorised by the Elective Committee in  a) and b) above shall be allowed to purchase and consume intoxicating liquor on the premises provided always that they have attained the age of 18 years.

 

14.       Supply of Intoxicating Liquor

 

            Intoxicating liquor may be supplied on the club premises to members, guests  and visitors and to persons attending functions under rule 13, provided they have attained the age of 18 years.

 

15.       Dissolution

 

            a)         If and when the Guild Council shall cease to exist the whole of the property shall belong to and be held by the University for its own absolute use and benefit and for furtherance of its objects as defined in the Charter.

 

            b)         Under no circumstances whatsoever shall the property of the Guild or any part thereof be distributed amongst the members of the Guild.

 

16.       Fees

 

            Admission fees and subscription fees shall be chargeable at the discretion of the Committee.
