CODE OF PRACTICE
NEW ELECTION CAMPAIGNS
1. It is legitimate for a student or group of students to sponsor "New Election" for any number of posts and run a campaign on its behalf.
2. Any "New Election" campaign must be registered in writing with the Returning Officer or his/her deputy within seven days of nominations closing, in the case of initial sabbatical elections, and within three days of nominations closing, in the case of all other elections. The organiser(s) must nominate one spokesperson, as a point of contact for Steering Committee and the Returning Officer.
3. The organiser(s) of a "New Election" campaign must submit to Steering Committee any publicity they wish to distribute. Publicity must be submitted within seven days of nominations closing, in the case of initial sabbatical elections, and within three days of nominations closing, in the case of all other elections. Steering Committee must then consult the Returning Officer and a ruling should be made, at their discretion as to whether or not the publicity may be distributed.
4. All publicity for a "New Election" campaign should be produced in-house and approved by Steering Committee in consultation with the Returning Officer before printing. Any publicity should be signed by the Chairperson of Steering Committee before distribution.
5. All "New Election" campaigns will be treated as candidates according to expenses, freedom of speech (ie given a space in the Aston Times, at hustings and so forth), and election regulations.
6. The organiser(s) of a "New Election" campaign should conform with the election regulations concerning the number and size of posters that may be produced.
7. The organiser(s) of a "New Election" campaign shall give a written undertaking to remove all publicity following the election. The organiser(s) shall deposit the amount given in the Financial Schedule with the Guild Finance Office which will not be refunded if this undertaking is not fulfilled.
8. The publicity must be distributed, at least in part, before campus hustings, so that the candidate(s) will have an opportunity to answer any points made.
9. At the discretion of the Returning Officer and Steering Committee, publicity may be distributed after hustings.
10. Publicity promoting "New Election" may name and criticise candidates for the post(s) in questions.
11. If there is more than one candidate for the post(s) in question, any "New Election" publicity must criticise all candidates equally, otherwise it shall be deemed to have given an unfair advantage to the candidate(s) not named.
12. If the organisers wish to remain anonymous, the spokesperson for the "New Election" campaign shall be permitted to make a written speech at hustings, of the same duration as the candidate(s) for the post in question. The organiser(s) of the "New Election" campaign shall not answer questions to candidates.
13. If more than one person or groups of people approach Steering Committee to register a New Election campaign for the same post, it will be allocated on a first come, first served basis.
