WELFARE SERVICES
12.1 LEGAL AID TO STUDENTS
12.1.1 The administration of the Legal Aid Scheme will be the responsibility of the Vice President (Education and Welfare). Any legal action funded has to potentially be of benefit to the majority of Aston students.
12.1.2 Students who are not eligible for free legal advice and assistance under the state’s Legal Help Scheme or who are unable to obtain a free diagnostic interview from a solicitor, may ask the Guild to pay for a 30 minute interview and one solicitor’s letter in circumstances where the legal question concerned is felt by the Vice President (Education and Welfare) to meet the conditions in 12.1.1.
12.1.3 The 30 minute interview may be funded from the SAC legal costs budget.
12.1.4 If further financial assistance is required, the student shall make a written submission to the Executive who shall decide whether the case is of sufficient importance for the Guild to commit further resources.
12.2 GUILD HARDSHIP FUND
12.2.1 NAME
There shall be a Guild Hardship Fund known as the Guild Emergency Loan (GEL).
12.2.2 THE FUND
The GEL Account shall consist of the sum of money already collected and all further monies received whether by subscription, donation, bequest or in any other way.
12.2.3 OBJECTIVE
The objective of the fund shall be to disperse small loans to students in immediate financial hardship attending courses at Aston University.
12.2.4 MANAGEMENT AND ADMINISTRATION
12.2.4.1 The Guild Emergency Loan shall be administered by the Fund Managers.
12.2.4.2 The Fund Managers shall be made up of the Welfare Manager, Welfare Advisers, Vice President (Education and Welfare) and Vice President (Student Involvement). The Guild Finance Office shall provide operational advice and assistance to the Fund Managers.
12.2.4.3 Payment shall be made to the student in cash.
12.2.5 ACCOUNTS
12.2.5.1 Full accounts shall be kept of all money received and paid.
12.2.5.2 A termly balance on the account will be presented to Guild Council.
12.2.5.3 At the end of the financial year, the closing balance of the Fund shall be carried over to the next year.
12.2.6 MEETINGS
The Fund Managers shall meet not less than once a term, and all meetings shall be minuted.
12.2.7 APPLICATION OF THE FUND
12.2.7.1 Normally payments given to student shall be in the form of a loan. The maximum figure to be allocated shall be laid down in the Guild Financial Schedule, and shall be reviewed annually.
12.2.7.2 Students who already have an outstanding loan will not be given more money until the first one has been repaid.
12.2.7.3 Students will be asked to complete a form and normally submit a post-dated cheque with bankers guarantee card number. Students in default of repayment obligations may be referred to Membership Committee by the Fund Managers.
