SECTION NINE:
STANDING COMMITTEE OFFICERS
9.1 GENERAL
9.1.1. The Standing Committee Officers shall be:
Editor of the Guild Journal (9.2)
Charity Liaison Officer (9.3)
9.1.2 COMMITTEE MEMBERSHIP
All Standing Committee Officers shall be members of Guild Council.
9.1.3 Standing Committee Officers Responsibility
All Standing Committee Officers shall have the following responsibilities:
a) To ensure that the decisions taken by both themselves and any Committees under their control are in line with Guild policy.
b) To keep the Guild Chairperson fully informed on both their own and their Committee's activities.
c) To make a regular report of their activities to Guild Council.
d) To co-ordinate the filing of correspondence relating to their area of work, in conjunction with the General Manager.
e) To communicate decisions taken by Guild Council to the people and bodies concerned. Where appropriate, the Guild Chairperson will follow this up to ensure that the necessary action has been taken.
f) To advise Guild Council and Executive Committee on actions to be taken under those areas for which the Officers are responsible.
g) To fully brief their successors on their duties.
h) To advise Executive on major policy matters within their remit.
i) If non-members are co-opted onto their Standing Committees to ensure that these non-members are officially approved at the next meeting of Guild Council.
9.1.4 Change Over of Officers
a) Standing Committee Officers shall hold office for one year from 1 July to 30 Juneq, unless stated otherwise.
9.1.5 Accountability
9.1.5.1 If any Standing Committee Officer has passed against them either:
(a) Three censures, as outlined below or
(b) A motion of no confidence, then, the post held by that person shall be deemed immediately vacant and shall be filled in accordance with the standing orders governing elections.
9.1.5.2 Motions of censure may be passed by Guild Council. Once two motions of censure have been passed against an individual, all subsequent censure motions must be considered first by a General Meeting. If this is inquorate, then a Special Guild Council, called for that purpose alone, shall consider the motion. For the final censure to be passed, two thirds of those present and voting must support the motion. An abstention is not a vote.
9.1.7 Elections
The Standing Committee Officers shall be elected by a quorate meeting of their respective committees. This election should take place no later than Term Three.”
9.2 EDITOR OF THE GUILD JOURNAL
9.2.1 MAIN ROLE
The editor will ensure the production of the Guild Journal on schedule (as agreed at the beginning of each academic year) and as far as possible, within budget (in conjunction with the Vice President (Marketing & Entertainment).
9.2.2 COMMITTEE POSITIONS
The Editor shall be, ex-officio, a member of the following committees:
a) Editorial Committee
9.2.3 RESPONSIBILITY
a) To determine the editorial policy and select the material for publication, in conjunction with Editorial Committee.
b) To recommend to Editor-elect which sub-editor posts will be required during the forthcoming year.
c) To ensure that no article contravenes the Guild Constitution or any Guild policy.
d) To ensure that the paper contains the following sections:
News, features, sports, education, welfare, arts, music, letters, editorials by the editor and the Guild President, free classifieds and any other sections deemed appropriate by the editorial committee.
e) To ensure that the Guild Journal maintains a voice independent of the Guild Executive Committee and holds the Executive Committee accountable for its actions.
f) To ensure that the Guild Journal maintains an apolitical stance.
g) To conduct the business of editing the Guild Journal in a manner befitting of its status as the prime method of communication between the Guild and the outside world.
9.2.4 AUTHORITY
a) To meet and speak to outside organisations in order to print regular competitions and offer prizes in each edition of the Journal.
b) To demand that all contributors to the Journal meet the deadlines otherwise articles will not be published.
9.3 CHARITIES LIAISON OFFICER
9.3.1 MAIN ROLE
The Charities Liaison Officer will lead and promote the activities of RAG.
9.3.2 COMMITTEE POSITIONS
The Charities Liaison Officer shall be ex-officio a member of the following Guild committees:
a) RAG Committee
b) Societies Executive
9.3.3 RESPONSIBILITY
a) To ensure that all necessary arrangements are made with the police and any other public bodies concerned when fundraising and organising events.
b) To ensure that the Guild is insured against any legal proceedings, which may arise as a result of events held during the RAG Week. This will be done in conjunction with the General Manager.
c) To inform all persons taking part in RAG event that they do so at their own risk.
d) To advise the Societies Executive Committee and the Guild Executive Committee on the dates of the RAG activities.
e) To advise the Societies Executive Committee and the Guild Executive Committee on the various charities to be supported.
f) To advise the Executive Committee on the approval of the RAG Accounts.
g) To advise the Societies Executive Committee on any matters which involve expenditure of more than the level given in the Financial Schedule (Document F).
9.3.4 AUTHORITY
a) To make all statements to the press, radio and television concerning the RAG.
9.3.5 ACCOUNTABILITY
a) To report to Societies Executive work undertaken by the RAG Committee, report to Executive Committee issues that may arise from time to time and submit termly reports to Guild Council.
9.3.6 TERM OF OFFICE
a) The Charities Liaison Officer shall hold office for one year from the last week of term two.
