THE CONSTITUTIONAL REGULATIONS OF THE GUILD
SECTION ONE:
THE STUDENTS’ GUILD
1.1 REGULATIONS
DEFINITIONS
1.1.1 Regulations are detailed rules for the control of the Guild, within the framework of the Constitution formulated and adopted by the Guild Council in exercise of powers conferred upon it by section 14xiv of the constitution (Document B)
1.1.2 Standing Orders are rules for conduct of General Meetings of the Guild and of Guild Council and its committees, formulated and adopted by the Guild Council in exercise of powers conferred upon it by section 14xiv of the Constitution (Document B)
AMENDMENTS
1.1.3 Any motion to change regulations and/or standing orders must be carried by a two-thirds majority of Guild Council present and voting. Such changes shall not take effect until the precise wording of the regulations and/or standing orders as amended has been confirmed at a subsequent meeting of Guild Council by a simple majority of those present and voting. The precise wording shall not change the meaning or effect of the policy passed at a first reading, and no changes, other than those laid out in the policy passed at first reading, may be included in the amendments drawn up by Steering Committee.
1.1.4 In accordance with Section 25 of the constitution (Document B), no change in Constitution may be recommended to Student Affairs Committee by Guild Council until a General Meeting has had the opportunity of discussing and debating them. If proposed changes are presented to a General Meting that is not quorate, then Council may go ahead and recommend the changes to Student Affairs Committee.
1.2 MEMBERSHIP
ASSOCIATE MEMBERS
1.2.1 Section 5 of the Constitution gives Guild Council the authority to formulate new categories of Associate Membership. The categories are as laid out in Appendix B (Document F).
1.2.2 Membership Committee, chaired by the President, may grant applicants Associate Membership subject to the conditions laid down in the Constitution and Regulations.
1.2.3 The fee for associate membership shall be decided by Guild Council and shall make up part of the Financial Schedule (Document F).
HONORARY LIFE MEMBERSHIP
1.2.4 In recognition of services rendered to the Guild, the Guild Council may elect Honorary Life Members.
1.2.5 A nomination proposed by six full members of the Guild and including a short citation shall be addressed in writing to the President.
1.2.6 Upon the receipt of a nomination for Honorary Life Membership it shall be conducted under President’s Business of the agenda for Guild Council.
1.2.7 No person nominated for Honorary Life Membership shall attend such a meeting of Guild Council while their application is being discussed and voted on although s/he may be present during the initial citation
