DOCUMENT A

ORDINANCE FOR THE STUDENTS’ GUILD

OBJECTIVES

A.1    The objects of the Guild shall be to promote the educational, athletic, social and general interests of its members and in pursuance of these objects to take such action as is conducive to this.

    MEMBERSHIP

A.2    (a)      All full-time and part-time students of Aston University shall be eligible to be members of the Guild.
    (b)    The constitution of the Guild may authorise other categories of membership as may be decided from time to time.

STUDENT AFFAIRS COMMITTEE

A.3    There shall be a Student Affairs Committee established by the University to have general over sight of the affairs of the Guild. The constitution and terms of reference shall be determined by the University subject to the following:
    
(a)     In addition to the ex-officio members and representatives of the Guild as set down in the constitution of the Committee, the composition shall be three members of the Council of the Students’ Guild, three lay members of the Senate who shall not be students.
    
(b)    The Committee shall have the power to:

(i)    approve the Constitution of the Guild, and any  subsequent amendments to the constitution.
(ii)    approve estimates and authorise expenditure.
(iii)    receive audited accounts.
(iv)    Recommend annually to the Council of the University the allocation of funds to the Guild.
(v)    Receive an Annual Report from the President  of the Guild.

UNIVERSITY FINANCE COMMITTEE

 A.3b    There shall be a committee that is appointed by University Council to oversee all the financial affairs of the Guild.  At present this committee is known as University Finance Committee.

    University Finance Committee shall have the power to:

    (a)    approve estimates and authorise expenditure;
    (b)    receive audited accounts;
    (c)    recommend to the Council of the University the level of Guild fees.    

    In addition The Vice President (Finance and Commercial Services) shall be in attendance at this committee.

FEES

A.4    All members shall pay such fees as may be prescribed from time to time by the University.

GUILD COUNCIL

A.5    There shall be a Guild Council which shall have the sole authority for exercising powers derived from the Council of the University, and which will have the controlling authority in other Guild affairs except that the constitution may permit specified matters to be resolved at a General Meeting of the Guild.

A.6    The Guild Council shall be empowered to make representations to the University on matters of proper concern to the students of the University.

A.7    The Guild Council shall consist of members elected by and from members of the Guild, and its composition shall be as authorised in the Constitution.

GENERAL MEETING

A.8    The constitution shall specify the procedures for calling a General Meeting, and the appropriate quorum.

OFFICERS

A.9    There shall be a President of the Guild and such other Officers as authorised in the Constitution.  Subject to the constitution the officers may represent the Guild on appropriate matters and at the request of individual students may also represent them.

A.10    The President and other Officers shall be elected annually by and from the members of the Guild, in such manner as may be prescribed in the Constitution.

GENERAL MANAGER

A.11    There shall be a General manager appointed with the advice of the University and who shall be responsible to the Students’ Guild for the execution of his/her duties.

STAFF

A.12    The Guild Council may authorise the appointment of such staff as may be considered necessary, subject to the approval of the expenditure by the University Finance Committee.  Such staff shall be responsible to the General Manager.

RECIPROCAL ARRANGEMENTS

A.13    Provided that only the students of the University of Aston in Birmingham may be full members of the Guild, the Guild shall be empowered to enter into reciprocal arrangements with appropriate organisations of other institutions of higher and further education.

AMENDMENTS

A.14    The constitution shall provide that amendments to this Ordinance proposed by the Guild Council shall be by a resolution of not less than 55% of the membership of the Guild Council at meetings held for such purpose. All amendments from this or other sources shall be submitted through the Student Affairs Committee to the Senate and the Council of the University.
